“排水保土”探索与实践

摘要: “蓄水保土”一直是中国水土保持工作的主导方针理念,基于“蓄水保土”的水土保持理论和防治措施体系全面指导着全国各地的水土保持工作,取得了显著成效。但随着研究的深入和不断的实践探索,尤其是水土保持工作的精细化推进,“蓄水保土”防治效果时常出现异常,逐渐引起有些专家学者反思。笔者团队通过多年研究与实践,总结提出了“排水保土”理论。详细阐释了“排水保土”的内涵,并研发了以半透水型截水沟和抗蚀增肥技术为代表的“排水保土”关键技术。通过示范推广,保土效益显著。“排水保土”理论体现了水土保持“因地制宜”的方针,丰富了水土保持理论,有力推动了水土保持工作的精细化管理。

Abstract: ‘Water storage and soil conservation has always been the leading principle of soil and water conservation in China.The theory and the system of prevention and control measures of soil and water conservation based on ‘water storage and soil conservation guide the work of soil and water conservation in all fronts of the country and have achieved remarkable results.However,with the deepening of research and continuous exploration and practice,especially the refinement of soil and water conservation,the prevention effect of ‘water storage and soil conservation shows abnormal occasionally,which is gradually questioned by experts and scholars.Through years of researches and practices,the authors team summarized and put forward the theory of ‘drainage soil conservation’.In this paper,the connotation of ‘drainage soil conservation was explained in detail,and the key technologies of ‘drainage soil conservation represented by semi-permeable intercepting ditch and erosion-resistant soil retention agent were developed.Through demonstration and extension,soil conservation benefits were significant.The theory of ‘drainage soil conservation embodies the principle of adjusting measures to local conditions in soil and water conservation,enriching the theory of soil and water conservation,and strongly promoting the fine management of soil and water conservation work.
