金沙江下游梯级水库 7 月洪水资源利用策略研究

摘要: 在保证防洪安全的前提下合理利用汛期洪水资源是提高水库综合效益的有效途径。以金沙江下游梯级水库整体为研究对象,结合梯级水库防洪库容分区域的预留安排和典型洪水特性,对梯级水库 7 月洪水资源运用策略进行了系统研究,提出了以莲花塘站水位为主要控制指标、结合短中期气象水文预报的汛期运行水位动态控制运用条件,探讨了梯级水库 7 月可用于洪水资源利用的库容量级,分析了存在的主要防洪风险并提出了应对措施。研究结果表明:7 月上旬,当预报莲花塘站水位不超 32.00m 且洞庭湖水系无中等强度以上降雨过程时,金沙江下游梯级水库可考虑通过逐步上浮运行水位的形式开展洪水资源利用;在保证防洪安全的前提下,推荐 7 月底梯级水库最大可上浮运用约 90 亿 m³ 防洪库容。研究成果可为梯级水库汛期调度运行提供有力支撑

Abstract: Reasonable utilization of flood season water resources under the premise of ensuring flood control safety is an effective way to improve the comprehensive benefits of reservoirs. This paper took the cascade reservoirs in the lower reaches of Jinsha River as the research object. Based on the reservation arrangement of flood control storage in different sub-regions and the characteristics of typical floods, the utilization strategy of flood resources in July for cascade reservoirs was systematically studied. The dynamic control conditions of flood season operation water levels were proposed with the water level of Lianhuatang Station as the main control index combined with short-and medium-term meteorological and hydrological forecasts. The storage capacity level available for flood resource utilization in July for cascade reservoirs was discussed, and the main flood control risks were analyzed and countermeasures were proposed. The results show that in the first ten days of July, when the forecast water level of Lianhuatang Station does not exceed 32.00 m and there is no rainfall process above medium intensity in the Dongting Lake water system, the cascade reservoirs in the lower reaches of Jinsha River can consider carrying out flood resource utilization by gradually floating up the operation water level. On the premise of ensuring flood control safety, it is recommended that the cascade reservoirs can float up about 9 billion m³ of flood control storage at most by the end of July. The research results can provide a strong support for the flood season dispatching operation of cascade reservoirs.
