摘要: 为有效推进水电工程项目群中各子系统的协同发展,提高水电工程项目群整体以及内部之间的协同度,针对普通评价方法中主观性较强的问题,提出基于熵权法和TOPSIS法的项目群协同度评价模型。建立包括信息、资源、文化、目标、环境、组织管理6个子系统及19个二级指标的水电工程项目群协同度评价指标体系;借助熵权法确定评价指标的权重,通过TOPSIS法计算各个子系统在启动、规划、执行和控制、竣工4个阶段的相对贴近度及各阶段项目群整体的贴近度。某水电工程项目群实例分析表明:该水电工程项目群协同度整体平稳偏低,与实际情况相符。

Abstract:

To effectively promote the coordinated development of each subsystem of hydropower engineering program and improve the synergy degree of the whole program as well as its individual parts, a synergy degree evaluation model based on entropy weight and TOPSIS is proposed aiming at the strong subjectivity of common evaluation methods. A hydropower engineering program synergy degree evaluation index system composed of six subsystems including information, resources, culture, target, environment, and organizational management and 19 secondary indexes is established. The entropy weight method is used to determine the weight of each index while TOPSIS is adopted to calculate the relative closeness of each subsystem and the holistic closeness of whole program in the four stages of initiation, planning, execution and control, completion. The empirical analysis of a hydropower engineering program shows that the overall synergy degree of the program is stable but low, which is in line with the actual situation.
