摘要: 根据我国水资源利用现状和变化趋势,采用BC2数据包络分析法,对2003~2015年全国31个省市自治区的水资源利用效率进行了综合评价分析;同时,还利用K-均值聚类法,对各地区水资源利用的纯技术效率指数和规模效率指数进行了Q型聚类,把31个省市自治区划分为3种类型,阐述了导致各地区用水效率差异的原因。根据分析结果,对全国及各地区水资源合理开发和利用提出了相应的对策与建议,可为各地区社会经济发展策略、规划的制定提供参考。

Abstract: Based on current state and variation trend of water resources utilization in China, BC2-DEA (Data Envelopment Analysis) method is used to analyze and evaluate the water resources utilization efficiency of 31 provinces, cities and autonomous regions from 2003 to 2015; meanwhile, K-means cluster method is adopted to perform Q-type factor analysis on pure technical efficiency and scale efficiency indexes. Thirty-one regions are divided into three classes and the difference causes in water utilization efficiency are explained. Based on the results, countermeasures and suggests on the rational exploitation and utilization of water resources are put forward accordingly.
