摘要: 堰塞湖形成后,迅速有效地开展水文应急测报工作对制定处置方案、减少损失起着至关重要的作用。在分析河道特性、沿岸人口和经济社会分布的基础上,从应急监测、应急分析计算、应急预报3个方面对长江水利委员会水文局在“11·3”金沙江白格堰塞湖中的水文应急工作进行了分析总结。全面介绍了此次堰塞湖水文应急监测工作的总体布局和实施情况,水文应急分析计算的方法和成果,水文应急预报方法、共享模式等情况,并对有关问题提出了建议和设想。

Abstract: The rapid and effective implementation of hydrology emergency work on Baige barrier lake played a vital role in preparing disposal plan and reducing losses. The Hydrology Bureau of the Changjiang Water Resources Commission carried out the hydrological emergency work in the disposal of "11·03" Jinsha River Baige barrier lake. This paper analyzes and summarizes the achievements from three aspects: emergency monitoring, emergency analysis and calculation and emergency forecasting, including the general deployment and implementation, the methods and results of hydrological emergency analysis, the hydrological emergency forecasting methods, data sharing modes. We put forward the suggestions and ideas for related issues of the hydrological emergency monitoring work.
