摘要: 为适应水电项目建设外部环境的变化,并满足国内水电开发企业内部管理提升的需求,水电项目建设管理模式亟待深化改革与创新。比较了DBB、EPC模式的主要特点,分析了两种承发包模式合同的差异;阐述了EPC模式在可研阶段、招标阶段和施工详图设计阶段发包人投资控制的主要工作内容,以期不断更新水电设计施工总承包项目投资控制理念,使投资控制手段更加多样化,从而达到改进水电项目投资控制管理措施和提升管理效益的目的。

Abstract: To adapt to the changing external environment of hydropower construction project and to meet the requirements of improving the management in domestic hydroelectric developing companies, management models for hydropower construction project are in desperate need of deepen revolution and innovation. A comparative analysis between DBB and EPC helps to identify their characteristics and differences. By demonstrating the owner’s major responsibilities during phases of feasibility study, bidding and detail design, we hope to continuously reinforce the idea of investment controlling in the deign and construction of hydropower projects, and diversify means of investment control, so as to improve investment control and management benefits.
