Post-evaluation of modern water conservancy construction inmountainous areas of Guizhou Province

摘要: 通过评价贵州省山区现代水利试点项目的实施效益及成果,进一步探索贵州省农业水利发展新路径。采用层次分析法、静态评价法及SPSS、MATLAB等软件计算分析贵州省26个山区现代水利建设试点项目的效益。结果表明:24个项目实施达到良好状态,2个实现优秀,试点项目在节水、灌溉、增产增收、生态等方面效益显著;项目实施后统计年度产值约1.5亿,带动发展贫困户共计8 326户,影响辐射农户数约10 000户,项目覆盖区群众每年人人均增收约3 000元以上;有效解决高效节水灌溉面积4 686.67 hm2,灌溉保证率达到98%以上。贵州省山区现代水利建设试点项目是成功的,各个试点项目区可作为水生态文明与水利工程同步建成的典型。

Abstract: This paper evaluated the implementation benefits and achievements of the pilot projects of modern water conservancy in mountainous areas of Guizhou Province to explore new path for the development of these areas. By using the analytic hierarchy process, static evaluation method and SPSS, MATLAB and other software, the benefit of 26 pilot projects of the modern water conservancy construction in mountainous areas in Guizhou Province were analyzed. It was shown that 24 projects achieved good results and 2 achieved excellence. Pilot projects had significant benefits in water saving, irrigation, increasing production and income, and ecology. The annual output value of these projects increased about 150 million yuan which helped the development 8326 low-income families and benefited about 10000 families, and the per capita income in the project areas increased more than 3000 yuan per year. The effective water-saving irrigation area reached 4686.7 hm2, making irrigation guarantee rate over 98%. These projects were successful and can served as representative model for the construction of water conservancy projects and the construction of water ecological civilization.
