Abstract: In order to study the current status of water resources ecological carrying capacity in Shandong Province and relieve the pressure of water use in Shandong Province, a secondary account of water resources based on ecological footprint is built. Relevant indicators of urban construction and social economy are selected from the perspective of urban development. SPSS is used to analyze the correlation between water footprint and ecological carrying capacity of Shandong Province. The results show that the ecological footprint and ecological carrying capacity of water resources in Shandong Province both show a downward trend. Water resources are in an ecological deficit state. The ecological footprint of water resources in Shandong Province is most affected by agricultural water use, and the ecological carrying capacity of water resources is most affected by precipitation, and the urban facilities has a positive effect on improving the ecological carrying capacity of water resources. Therefore, in order to improve the ecological carrying capacity of water resources in Shandong, it is necessary to change the mode of agricultural irrigation, transform the production and life style, and make full use of rainwater resources to make the rain and sewage become resources.
